What is making that sound??

Heh! Do any of you cool people know what sound it is, or what instrument is making the sound I want to duplicate

It is Hot Chocolate's 'Sexy thing' song, and the sound is pretty much through out.

It is the sound after" I Believe In Miracles ,

Is it a drum? An electronic drum? A synthesizer? How could I best duplicate it?

it's an electronic tom going through a flanger/filter.

Thank you So if I understand this correctly, it is an electric drum that is being further distorted by this filter/flanger thing.

But...

The sound is not repetitively even enough, to be being machined. And, the pitch changes too, getting higher and different in shape, so what is it exactly that the filter/distortion doing-what is it's role? Is it still a human being that is striking the 'drum' ? It sounds like it...but how is the sound changing at the strike...
